It's just a stamp someone used so that they'd know it was once theirs.

It could mean many things, but it was not on the note when it left the BEP.

Looks like a hot air balloon
It's similar to counterstamping coins. Reasons vary why people do it but it is
considered damage as it was done after it was printed.
