A sharper reverse image would help. Obverse seems to show some luster.

obv looks VF25. think the reverse was weak as the lettering is fairly sharp, better than an F coin. you can see the weakness in the left side of the motto. net VF20 maybe VF25. the spot above the E looks like something was on the die as it appears to be raised.
