Toning it is.
Although I am not a fan of toning generally,
the toning in this case is not unattractive.

Have you had the coin long? Have you noticed changes to the appearance of its surfaces over time?

Do the images accurately reflect the color/appearance of the coin's surfaces?

From the PCGS holder, it's safe to say that they coin has been encapsulated for 30+ years but coins can change appearance in a holder.

The images appear to indicate that the coin has developed a "skin" that has muted its luster. This could be the result of how the coin was stored before it was submitted to PCGS, or it could be completely natural. I can't say for sure from the images.

Because it was inspected "in hand" by the folks at PCGS many years ago, I will lean (with 90% confidence) towards the coin being naturally toned.

It looks like toning to me, seeing there is some darker tone mixed in there.

My first thought was from initial PVC exposure then sent off to PCGS. I do like the look of it though - that and the VERY old holder it is in.

I believe if PCGS thought it was PVC, they would have body-bagged it.

Not entirely. I've seen a lot of PVC on coins in rattlers. Maybe they had softer standards for PVC back then. If it was re-sent in to PCGS, it would surely get a bodybag if that was PVC.
