Please grade this 1916 Cuba one cent. Also is 250m the mintage and is this common for Cuban coins long ago?

with coinfrogs grading, but Krause catalog mentions a mintage of 9,318,000 (not 250 million) and just a few dollars in value, and is still considered a common coin of that period.

EF-40 details, environmental damage. The green can be removed with a bath in Acetone.
