Is this common? Also is this 1985 Canadian Quarter broad struck, an error or damaged?

It can't be an error or Broadstruck so it must be damage either accidental or on purpose.

C'mon guys. Can't you give me a little hope I found something awesome. & " Rare vintage mint washer coin" (mint being from actual mint and not the condition, rare being the number of times I've found one.
