Looks more like a tellers stamp.

Not an error, it is the edge of a tellers stamp that ran over the edge of the band.
See these quite frequently on the forum.

The line running through the face is a tellers stamp never seen one that looked so incomplete but I do see how that could be a possibility for sure thanks for the opinion
