but based on the photos the surfaces look a little dull so I'm thinking it was slightly circulated. without better photos I'm at AU58.

Your photos are dark where the primary wear marks show on Washington quarters, purchase an old grading book and learn the primary wear points. Also the grade of your coin for moderns if more demonstrative of what people in the market pay. PCGS is a third party grading service, on your tube there are several tutorials on the grading approach.

Super soft strike even in a year known for abysmal business strikes due to the extremely high number of coins being minted from each die pair.

Notwithstanding that, super clean fields and some luster, AU55-AU58. A very very nice survivor to have found in circulation.

Of interest (at least to me) is the reeding which intrudes over the obverse rim at IBERT, that's quite uncommon to see.
