No, it is caused by zinc rot.
Eventually the whole coin will rot away.

Hey JimmyD are there any dates with blisters I should be on the lookout for? I watched a JB video where they were talking about them becoming more desired especially when it's missing chunks. The only cool thing I thought was the missing digit, & the missing lip on the back.

There are no dates to look out for. Zinc rot is damage and will never increase the value of a cent.
Do not believe everything you see on videos about coins. Most of them are made by people trying to increase their hits.
If you have a question, ask it on this forum that has knowledgeable members in all aspects of numismatics
