1967 Proof Half Dollar

idk if its prooflike or specimen, found it by its self in my grandmothers collection. but the coin is flawless except for these scruff marks on the obverse on the shoulder of elizabeth. idk if its rubbing marks or if its some kind of possible die marks, ive found another coin graded by PCGS in a PL66 with these same marks so idk any info would be great thanks, also my camera makes every little discoloration look like a mark so trust me it looks alot nicer in person.
