That would be a collar clash from a mis-aligned die. the die at some point hit the collar and took on the impression of the reeds that are intended for the edge then on sub-sequent hits left the impressions on the top of the next dimes got go through. Very common for dimes - as I believe that because of the small size of the coin, alignment id more difficult.
