nice looking proof, don't think it is a dropped letter - they are incuse on the coin, this looks raised. Could be a gouge on the die.

But to be certain if it is actually raised or incuse, we need to know where the light is coming in from? If mostly from the E and slightly N, then it is possible the this anomaly is incused. Hard to tell - I guess I'm on the fence until the light source is verified.

great pics, if it's raised, it must be a die anomaly, which suggests it is likely to also appear on some other 1992 proof quarters, but I suppose you already knew that

it definately looks raised - so not a dropped letter. but it looks like a split wire, maybe a silver thread from another coin that got pressed into the coin?

not sure I'd try nudging it with a toothpick, but what about a curl of metal that stuck there after minting? however I don't know what would keep it stuck
