It's very similar to a PCGS certified example that I gifted to a CCF member years ago, but alas no longer have a photo of. It was primarily an availability issue. The 1925 Stone Mountain half dollar had one of the largest mintage amounts of the entire series - over 2.3 million. Though roughly 1 million were returned/held by the US Mint, ~1.3 million were held by collectors/souvenir seekers. When the failing U S (global) economy forced folks to do whatever they could to care for themselves, there were far more Stone Mountain half dollars around to be spent than other commemorative coins that had only a fraction of the Stone Mountain's original mintage.
