This cent is from a PL set. There's a mashup of stuff on the reverse that left indented lines and marks, and some attached residue, which turns to powder.

The relief is frosted but on all the veins of the leaves there is extra metal that shines almost black on the second photo.

Unusual.
Looks like a retained Struck Through. Possibly oil and bristles from a fine brush.

It does not look struck through. Some of those coins were lacquered by the RCM. To me, it looks something that got stuck on with the lacquer.

I think I'm in the retained struck through club in this one, SPP is probably correct but the A in Canada shows incuse marks that do look like a retained struck through that came loose, also note the area does look possibly like there was grease in the die in that same spot(the back of the 6 it looks like a struck through so I'm using that for reference)

If you look closely at the thin debris on the A and the 1 for example.....if a strike thru they would follow the contour of the die.....they are straight........I agree with Lacquer floats....

I know very little about lacquering. An acetone bath and new pictures should answer the question I think

Hmmm... lacquer, you say. That may explain why the lines look indented, and why the veins look filled, and shine differently.

I wonder what happened between minting and getting packaged in the set. Does PMD mean post-mint or post-minting ? If it's the latter then this coin has PMD.
Since the lacquer was done before leaving the Mint, I think I'll leave it as it is, and I'll call it "at-mint" damage.
