I've checked in a couple of French catalogues and there's no listing of an overdate for this coin, although I can imagine someone punching the wrong figure in a die in the rush to strike coins after the liberation of France at the end of WW2.

I think the '9' has received hits in circulation that make it look as though there could be another figure underneath it.

No ... that cannot happen. There were no dies with a '3' instead of the '9' (the numbers were engraved, not punched - certainly not the hundred year number). Also I cannot really see any remains of a '3' - for comparison, here is what the number '3' looks like for this series of coins: https://en.numista.com/catalogue/pieces36748.html

I would like to request you to have look to number "9", especially inside the cavity of "9" and then follow the tail of number "3" that terminates exactly at the tail of "9".
