I spotted this on the bay and despite the hole drilled through the date, it can be identified as the 1831 restrike because of the lack of a dot between "half and cent" and the missing bar under the word cent. The details look mushy and these were supposed to be issued as proofs between 1858-1861. Do you think this is fake?

Probably a real coin. According to PCGS, the first restrike has the center dot and bar. The second restrike has no bar or center dot, but the font changed slightly. This coin does not match the font of the second restrike.
Suffering from bust half fever.

Yes but the second strike is the only variety without the dot and bar. Plus there are only 12 known and they are proofs. A genuine example from the PCGS site shows a small straight die crack from the lower left ribbon end to the rim and what looks like a die chip below the right lower ribbon end.

This is a tough coin to study with the hole drilled right where identification could be made regarding the position of the S in STATES. However if you look at the position of of the "AT" in states, it more closely resembles that of the first restrike. Problem is that the first restrike and the original both have the dot and bar. This example does not. Even heavy wear should show some evidence of the bar but I don't see it. Plus on the obverse there appears to be numerous pimples of raised metal. The date is hard to be certain of. It could very well be 1820 something. The third digit could be a 2 or a 3, but again the ONLY example without the dot and bar is the 1831 second restrike.

Just a correction, there is also the 1836 restrike that doesn't have the dot and bar, but this coin doesn't match that either. Again the restrikes should all be proof coins.

1835 C-1 The leaf positions below the D F and C plus the wide spaced ST identify the rev as Breen's rev A used on 1833 C-1, 1834 C-1 and 1835 C-1. The small date size eliminates 1833 and 1834. The second restrike of 1831 is missing the center dot and the bar under cent, but the wreath design is completely different. It uses the same reverse design as the Braided hair Half Cents 1840 -1857

Chances are a common date that is no longer collectible due the the hole.
