Not sure if this was the right forum. But what is with this weird mint? And a decoder is needed for this? Seeing them listed for 20-60? Is this just a weird knockoff mint?

It is considered a bullion coin from a private mint.

There are a number of private mints who make silver rounds with different designs on them that are mainly just bullion silver rounds however some designs are 'collectible' due to low mintages and may increase in value unlike just bullion coins due to demand vs available supply. The Sunshine Mint is located in Idaho, USA and actually is one of the most well known mints in North America. Unlike others (for bullion), they are known for their advanced security features and high quality products. Using a proprietary Decoder Lens bought once separately allows Sunshine bullion investors to verify the authenticity of their purchased products. Hold the lens up to the circular MintMark and if it is a genuine product it will reveal a "Valid" marking. Its actually a good idea in these days of not knowing if what you got is counterfeit or not. You dont need the decoder, but having it will allow that person to verify the rounds as authentic. The decoder also validates Sunshine Mint bars , Silver and Gold. I would however shop around as pricing for normal bullion rounds should be more in line with the spot pricing plus a markup for creating it unless its limited mintage.

As noted above, the Sunshine Mint is a very reputable company and is in no way a "weird mint." They are one of the most respected and trusted precious metal bullion manufacturers in the world.

Sunshine Mint has supplied millions of one-ounce silver planchets to the US Mint for its use in striking American Silver Eagles (ASEs); they have also delivered on precious metal contracts with other mints from around the world.

I think Sunshine Mint rounds are very good choices for bullion/stacking silver due to the added security features and still generally closer to spot pricing than buying american silver eagles for example, but the security feature is quite destructive to the design as seen on the original morgan bullion and this walking liberty silver bullion they make as another. It doesn't matter much here as these are mass produced bullion coins, but could be if they started releasing limited editions or unique designs, or low mintages on a product causing demand for some of their designs.
