I'm no expert but believe it to be someone counter stamped it. and not an actual minted coin

Yes, a counterstamp on an existing Austrian coin. Apparently done by Nazi sympathizers in Austria in the 1930s. Googling "österreich groschen hakenkreuz" gives a couple of other examples.
