Has symbol over the eye of Lincoln and the "L" in LIBERTY extended
well above the other letters. Would this qualify as a legit error penny?

These appear to be general circulation dings and not a true error, at least to my eyes. Checking out error-ref.com would be an awesome place to get familiar with.

Not an error, just the regular anomalies that come from
minting millions of coins at high speed.
