Could this be what the title states?
There's a die chip at the top of the 4 (obverse) and a die scratch under the 1st S in State. What are your thoughts?

When taking pics take them exactly like they are on the reference sites. Also,please properly crop photos before posting them. I am not seeing a DDO with these pics.
