I think it's definitely bronze disease.

Bronze disease, but
hopefully treatable in this case.
Pick the green stuff out with a sharp point toothpick. Rinse with distilled water, then immediately soak in acetone to dissolve human skin oils deposited during the first part of the cleaning process.

Then add the tiniest drop of VerdiCare onto the affected area, dropped off the end of a small pin.

There is most probably a very tiny corrosion pit left under where the verdigris was.

I will not buy it.

Comsidering it is a professional dealer, I would expect him to NOT sell such problematic coins.
