1998 One Cent Plating Error - Help Please?

Hi, I have a "barn find" of pennies. Found in a tin in a multi-generation farm house. 45 pounds of Canadian pennies in an old tin. Should be about 6,300 cents if I did the math right. All are small cents with the majority (90%) being the Tiara queen. I am in the process of sorting by date and have the trusty Charlton Standard Guide 2022 to help me out. But this post is for a 1998 cent that appears to be having plating issues on both sides. My question is
1) am I calling it the correct thing and
2) is it worth anything? I took a close shot of the leaf's and date as it looks like corrosion above the 19?

Looks like was encased in a bezel at one time.
Possibly coated with something, hard to say exactly what caused it.
Value would be 1 cent as it would be considered damaged.

Plating issue , quite common that year
