The strength of the shield bumps it up to VF-30 for me. Without that, I'd grade it VF-20 or at best 25.

I'm going to say VF-25 only because there a large ding on the obverse and one on the reverse.

I agree with VF-25. Maybe even a little lower at VF-20.
