I know this is super late but I was just given a 1997 quarter as change and of nearly the exact condition! I read through all the other replies and can see why all the others think this but now there are more than one with the same effects. I'm the furthest there can be from a coin expert but I agree with all of your original points and argument. Mine is just as you describe near exact.
