to the CCF This is either glue or greasy wax used by the mint back then. I'm betting on the later. You'll see this wax on quite a few uncirculated rolls and bags in the early 60s. Let them soak in acetone for an hour or so. That should come off.

2nd pic is of interest because of the piece shows column imprint.3rd pic date is of interest, looks thick. Pic 6 is MD or DDO?

I'll have to agree with a wax or glue on the coins - transferring the design from one to another coin.

I agree it looks like dried clear glue. Try an acetone soak as suggested.

I agree this is not a series of lamination errors but rather design transfer from one coin to another due to a sticky substance being involved.
