Not Doubling nor a BIE . Catastrophic hit in that area .

IMHO, it looks to be the remnants of some lamination going on.
Look above the G D (GOD) and there is some retained lamination or extra flakes.

There also seem to be signs of a lamination/extra metal south of LIBERTY to the shoulder.

And what also appears to be the outline of an oval retained lamination above the 1, towards the chin.

EDIT: I should have addressed the OP's question about the L as well but I'm with John1 and Dearborn about no broken post. Seems like it is some of the lamination or flakes that have shifted, but stayed stuck to the coin.

I figured it was a lamination issue. My confusion is the appearance of the vertical part of the L seems to be almost identical to the tilted part ( like it was part of the striking process). Would displaced metal look like the real deal.
