I have a 1994 and a 2000 10 centavos from Cuba
The reverse is 180 deg. opposite on the two coins.
Is this normal for 1994? Did they change to the coin layout from the medal layout? Or is this an error? I have a 5 centavos from 2000 that is also in coin arrangement.

Yes that is normal. The 1994 should be medal alignment and the 2000 coin alignment
