Bleeding Ink In The Upper Right Serial Number

I came across this note, and while I've seen many serial number digits darker than others, the 3 in the upper right serial number is blatantly darker, and a close up shows significant bleeding. What is this type of imperfection called, where is this bill on the spectrum of this kind of imperfection, how frequent is it, and how come it's contained to just a single digit?

Asking the brain trust here where someone always knows!

Personally I saved a few when I first noticed them, but after a bit, I realized how common that type of "error" really is and ended up keeping only a couple that just look interesting for a currency collection. Series 2013 has an abundance of that type. I see a lot of those heavy ink on the third digit and its a minor over inking error. Initially they were selling for a few dollars over face value to casual collectors say 2-3 bucks but generally the thought is that these should not have any value over face due to just how common they are, especially series 2013 where its very common. Its a good idea just to know what your collecting as you are asking now. Its a cool find different from the norm and I have always said if you like something and its only a dollar otherwise, keep it just dont get scammed by someone who tries to sell something common and minor as a big error worth lots of value.

thanks @datadragon, was definitely looking to learn, I figured it'd be of no value other than "a cool find different from the norm". The fact that you knew about it by the series and the exact digit....lol awesome

Noticeably bold ones seem to be about 1 in 150, in the same ballpark as star notes, relatively common confirming @datadragon's comments.

The upper second digit of the 2017 and 2017-A also has a tendency to be darker, but neither as bold nor as frequent as the 2013. about 1-250. I'm working on getting a set.
