EF40 sounds right, guessing the flash is exaggerating the fine scratches.

the obv hairlines move left to right in a sweeping motion from K10 to K14 across the profile. to me this indicates the coin may have been wiped.

XF40 not sure she grades straight using these photos.

In hand you don't see all these tiny scratches. Lighting always makes them look worse in the photos.
