I haven't seen these before . Did the mint produce these or were they put together later . The card is the exact same size as the 1960 card.

Looks like after market. I am pretty sure all pl's were in plastic packaging

All the PL sets of 1964 that I have are in the plastic pliofilm no card board.

I have looked over the coins and they are uncirculated condition.

As purelywasted said RCM sets from 1964 ( in fact starting in 1961 ) were shipped in pliofilm packaging (each coin sealed in a separated pouch), no cardboard.
As others have noted that/those is/are an aftermarket assembled set

The last year that cardboard holders from the mint were produced was 1960
and it had " Royal Canadian Mint OTTAWA CANADA'' printed on it.
