First 1996 10 Cents Die Clash On Site?

Going through some old 100% nickel coins as I cull out the run-over-by-train versions to keep the best ones - as I was looking at how badly a 1996 dime was marked up with 10x lupe - I saw these extra marks.. I'm getting educated on die clashes, so I compared this obverse with the reverse and I think I'm right..
Doing a search on this site and general Google, there isn't a mention of this error anywhere.. I just can't be lucky enough to find one of these first so does anyone have some info? (I tried to cut out as much unnecessary photo as possible)

Yes. This is a Die Clash. It seems to be a new discovery.
Clash marks could also be observed on the reverse side.

It could be appropriate to post full picture of both sides.
