Is this a Stutter Strike result? It's not incused and I don't think kinda sorta don't think it's PMD maybe?

NEWmrMatic, all I see is a bit of corrosion on both sides and some PMD by the T in STATES. Where did you get this "stutter strike" idea - a youtube video?
