Rockwell Hardness Test Mark On 2019 W San Antonio Quarter?

Hi! I had these 4 graded in 2020. Anacs labeled them as "circle die mark under lip" and noted that "the exact cause of this is unknown and is under investigation". Here I am, 3 years later and I think I finally have an answer!!
Rockwell hardness test?
I found some images online of other coins with the error and some of them match my Quarters to the T!
(I'll include an image of a penny with the error that I found online)
So far, I have 4,another man has 3 or 4 and another man has 1 so under 10 known.
All in the same spot on the 2019 W San Antonio.

My question..is this really considered "rare to extremely rare" and since they're on a W quarter, that should raise the value correct?
If you don't believe that this a "Rockwell hardness test", do u have any idea as to what it could be?

First: the test is perform before the coil will be blanked. No test is done on a blanket or planchet.
Second: your mark it is definitively far from the hardness test.

@silviosi any idea on what it may be? This was ANACS explanation on it.

Well the dent on the cent could be from a BB gun (what does the reverse look like on this cent?)
When presenting coins with big indents on them, please post up full coin images of BOTH sides. Other wise it's like reading halfway through a good book then putting it down, never to be finished.
as for the quarter, probably a dent on the die, but from what? Even ANACS can't figure it out.

Sorry for late answer. First the photos provide are a little bit to focus and I can not analyze. Second is the fact that the hardness tests now are done with special machine with different marks on, those marks are not round. Those round test was performed by mint before 2000. Then if a round test is perform the circle is 0.1 mm and no raised borders.

Other thing it is: when the roll come, an QA Mint inspector cut a small strife of material, seal and glue a roll No sticker and send to the lab for test in other premise of the mint (separate from the production hardware or line). If the test come positive, that roll will be employ in production. I say this for you to understand that no test is perform on planchets. Some time could occur if the planchets crack during the strike and there samples are send and if negative all the batch is send back to annealing.

What could be? A better pics will can help elucidate the mystery.
