Although grading is subjective, the majority can be objective through observing wear on better struck coins including this one. NGC obviously had it wrong here, why beat yourself down? People rely on TPGs too much. TPG inconsistency is very concerning and should be considered by everyone in numismatics. They are not always right! @Prethen Great pickup, that is a heck of a cherry! I think its a weak strike and I think whomever graded this coin either took it as strike weakness and adjusted the grade for it or took it as wear.
