Why do you say this? Although grading is subjective, the majority can be objective through observing wear on better struck coins including this one. NGC obviously had it wrong here, why beat yourself down?

People rely on TPGs too much. TPG inconsistency is very concerning and should be considered by everyone in numismatics. They are not always right!

@Prethen Great pickup, that is a heck of a cherry! Definitely one of the best undergraded finds I have seen.

the amount of detail in these areas imo are seen on coins in the high VF range. the perfect flatness of the highest points in the hair does not occur naturally. I think its a weak strike and I think whomever graded this coin either took it as strike weakness and adjusted the grade for it or took it as wear. I dont think its a candidate for crossover but CAC may be a good option with the grade posted. at minimum the coin is in the VF range and CCF agrees

Looks like they were a bit harsh on this one. It's a VF coin based on PCGS photograde.
