OK. Looks like an awful lot of hairlines particularly on the OBV, fields and devices.

There are quite a few hairline scratches, some parallel, most random-looking. I've certainly seen coins with comparable scratches flagged as cleaned by TPGs. This one has nice color and good overall eye appeal and apparently got a no-problem grade from NGC. Looks to be worn below XF; VF-35 seems about right, unless NGC net-graded it lower due to the hairlines.
Nice scarce coin, regardless.

As far as "hairlines" go, I have several $3 pieces and looked at many, it is extremely common to see these type of lines on pieces. It is quite evident on lightly circulated pieces and still not seen as cleaning by the services.
Cleaning has a somewhat different look with moderate to severe hairlines going in parallel lines (sometimes in both directions) and many times going over the devices.
Pieces like this (and I would assume $1 gold) are very susceptible to these types of marks due to their open fields (i.e. the devices don't do a great job of protecting them) and the softness of the gold. In fact, you'll see even in many AU58 pieces that their luster is largely wiped out except for the rim or protected areas due to this.
What's amazing about this particular piece is the degree of circulation it has seen and it is not heavily marked and the "hairlining" you see is actually pretty minimal.

I want to hold off a few more days before revealing the slab. I think many will be surprised. There are a lot of reasons why I bought this coin...and this is one of them.

looking at the buttons on the upper part of the headdress and LIBERTY as well as based on your comment, I'm changing my grade from VF35 to XF45. I'm going with this is a weakly struck example after a second look at it

Ready for this? Now you know why I picked up this coin and I'm not usually a huge fan a well-circulated pieces. I see this as VF although I can see how technically how it could get below that since the details on the reverse are fairly worn and there's not much hair detail on obverse with lots of wear showing above the eye. I want to send this to CAC.

NGC obviously had it wrong here, why beat yourself down? People rely on TPGs too much. TPG inconsistency is very concerning and should be considered by everyone in numismatics. They are not always right! @Prethen Great pickup, that is a heck of a cherry! Definitely one of the best undergraded finds I have seen.

I think its a weak strike and I think whomever graded this coin either took it as strike weakness and adjusted the grade for it or took it as wear. I dont think its a candidate for crossover but CAC may be a good option with the grade posted. at minimum the coin is in the VF range and CCF agrees jacrispies said it all about TPG's
