I believe this is because dipping actually eliminates a thin layer of metal from the coin itself, and that disturbs the unique surfaces that allow cartwheel luster to exist; or at least that is how it has always been explained to me in years past.

Seems like it gets subjective. PCGS specifically says that dipping is not cleaning, yet clearly there's a "too much dipping" line that gets crossed, which isn't defined anywhere that I've found. I hate "net grading." Just say what it is and don't leave us guessing.
