I don't think I've ever seen clips on the inner ring of a bimetallic coin before, but in principle I can't think of any reason why they couldn't occur. Gonna be hard to prove it's not PMD though. I could show some of the similar pieces that appeared on euro coins. I must also say that it is even impossible to make manipulation of this kind afterwards without it being more than obvious.
