2002 P Louisiana Quarter Error

Hello all, happy Monday. I have a 2002 p Louisiana quarter with what seems like a clad issue but it looks different from the clad issues I can find. The weight is 5.32 as well so it's well short of the usual weight. So I am not sure what is going on. Lastly the side is nearly solid copper looking. Improperly annealed maybe? I'm stumped. What do you all think?

Well, by looking at the edge image, I can see that the cladding is still there. It is only 0.4g light so not that far off the norm.
I'll agree with John1 at the moment of environmental toning.
