This was just cut out of a proof set. The reverse looks normal for an old zinc coin, but the obverse has some interesting PVC damage I thought I would post.

I don't know what this is but it doesn't look like PVC damage.

These coins are made of pure, un-plated zinc. The process of making a proof coin out of zinc probably imparts some kind of thin protective coating on the surface of the coin. In this case, the coating appears to have failed in numerous places, creating corrosion blisters.
