Yes, it looks like something metallic and fairly soft got struck on top of the 9. I would guess that one of the letters from a different planchet stuck on the die and then compressed it onto this one. Keep it as an oddity, but it has no value in that condition.

As most Canadian numistmatists know, lots have been researched and written on the different varieties of the 1859 One Cent.
I just one of those varieties in my collection of World coins.
This one adds a new angle to that body of knowledge.
