It looks like a doubled die. I see the doubling of the lettering on the observe.

Not a doubled die.
Look at how thin the top of the E is and how flat and shelf-like the doubling is.
Slightly off center.
Interesting keeper but only worth face value in that condition.
"Dipping" is not considered cleaning...
