I'm currently going through my grandfathers coin collection and I found this proof set which looks like it might contain the small date version of the 1970 penny. I don't know if I'm just seeing what I want to see so I thought I better have a more professional opinion.

Yes, this is the small date variety. The coin is described by date and mintmark, so writing it as 1970-S small date cent is the correct format.
