Definitely no where near MS-64. It's showing circulation wear. I'd say it grades Extremely Fine. Just a spender, since a circulated 1984 D is only worth face value. It has to be uncirculated to be worth anything above face value.

Razz I'm trying to figure out what you are looking to achieve here. are you looking to hone your grading skills for non-MS Washington's or do you believe the coin is MS? I think it would help CCF members help you better if they knew

to find an MS64 coin in circulation is not common. I encourage you the look coins you are finding with a more discreet eye. you are looking for any marks and their severity. you want to look at the higher devices for signs that the coin was circulated and how much wear appears. you want to look at any remaining luster and finally the eye appeal of the coin.

for marks your coins obv is showing extensive hits across the bust and scratches on the fields. there is considerable wear in the hair and all high devices. the entire eagle is showing considerable wear on the breast and wings. it appears that most if not all luster is gone.

your coin is probably in the higher VF range or maybe low XF and is a spender. compare your coin to the example posted by Yokozuna so you can see the difference between a circulated and an MS coin. use the link provided to assess the coin yourself to see if you can narrow the specific grade. see if you can narrow it down to 30,35 or 40. this is what you need to do if you want to learn how to grade coins
