Seems to be a coin of the Roman governors of Judaea, struck during the reign of Augustus. With the regnal year side so far gone on your coin, it may be impossible to pinpoint the specific procurator/governor and date. But certainly struck between 6 AD and 12 AD.

It's likely a Hendin 1328, 1329, 1330, or 1331. Links to each below.

The coin is:
Judaea. Jerusalem. Marcus Ambibulus, under Augustus CE 9-12. Dated RY 39 of Augustus (8/9 CE)
