Canada 2008 Penny Error Or PMD?

I am new to this site and can't do photos, so sorry in advance.
This coin is a 2008 penny with multiple "bumps" on both the obverse and reverse, and I have not found this anywhere. I have checked the weight and it is proper, and there are no obvious divots on the coin. I am not sure how these got here, and they are not plating bubbles as they are completely solid. They look to me like die damage, but I am not sure how 25 or so 0.25-1mm bumps about the same height as the rim of the coin could have happened. Any help appreciated, thanks. Please contact for the photos.

To CCF! It's a damaged coin. PMD. Looks like zinc rot is setting in.

Heavily damaged coin, not zinc rot as all 2008 circulation coins were steel core, if anything its rust. Worth a cent, spender.
