Another is the free program faststone image viewer I use
https://www.faststone.org/FSViewerDetail.htm using CTRL+R to resize up or normally down such as to 600 pixels or lower and then CTRL+S to save in JPG with an options button to even adjust the jpg quality. Its also capable to rotate just hitting R when viewing the image, cropping and adjust colors like brightness or contrast is found on the right mouse click menu meaning you just press the right mouse button to see the menu then select the option.
When on pc thats the one I prefer over others but if you share where you are stuck on the tutorials further info can be given. This is important as many people must have trouble with photos as they browse and don't post.
