1974 South Dakota Souvenir Dollar (Id: Lombardo Mint Souvenir Medal)

Posted earlier but having camera problems and couldn't get pictures. Now have pics but color is still off. This shows on the rim "Made in Canada". Has number 005694 and RSC on rim also. Weight is 23.0
I do not believe it is silver but wondering what the number and RSC mean. Got this from from a neighbor who was going into assisted living.

Is this a variety and error question? Seems like it should go under commemoratives at any rate, not US modern variety/error coins.

I would assume the number to be a serial number.

Here's a 1973 North Dakota dollar listed on Numista, which also has the same markings on the edge (though the number is of course different). That one is clearly marked "Lombardo", for the Lombardo Mint, a private mint in Canada, so I would assume your South Dakota dollar also was struck by that mint. However, this does not resolve the meaning of "RSC", which appears to be the initials of whichever individual or company owned the copyright to both dollars.
