Acid. A slow acting acid will eat away the metal slowly, leaving the devices mostly intact as it degrades the coin. I have a 1950 Wheat cent that is the same way. It looks bizarre next to a normal sized cent, especially because you can see everything clearly, it's just 80% the normal size.

Although that last picture pushes me back towards removed material. Why does the rim look so rounded from the top view, but flat and correct from the side view?

Edit: just a suggestion, find a coin from that same era for the comparison. Lincoln's bust has been tweaked a few times over the decades, so 1975 vs. 2022 isn't apples-to-apples to judge the bust scale.

Well, one thing that occurs to me is the lettering on the edge. If it's missing around the curve, then obviously it is worn or ground off. If the lettering is stretched around the side, that's probably slow acid or the Tesla coil shrinking thing.

Edit: I think I just realized what was confusing me about the first pic. The undersized cent is sitting on top of the normal cent. I thought it was one coin with the rim intact on the front. Although it looks intact on the reverse, is that pic also on top of another coin?

the size was reduced intentionally - down to the size of a dime - possibly to use in a vending machine of the day.

Is that close enough to be accepted as a dime in a 1975 vending machine? Probably. =P

100% sanded down edge. A Dryer Coin doesn't affect weight. Acid would affect the whole coin. And yes it would fool a 70s soda machine.

The other clue that it's not acid is the thickness. Acid attacks all surfaces evenly. A coin sitting in acid long enough to shrink in diameter by several mm, would also shrink in thickness by several mm.
