That's the Wheat cent reverse that was used on Lincoln cents from 1909 through 1958. The reverse was switched to the memorial design in 1959.

Without specifics, I would venture to say that your inquiry involves the odd texture exhibited throughout the fields. Just a guess.
It would be helpful if you rotated the image right-side up and in better focus. And do the same for the heads side as well. That is, the obverse side.
It is a well circulated, pre 1959 Wheat cent, that appears to have been a victim of exposure to the elements after being passed around a while.
Well focused shots of the front and back (obverse/reverse) prove quite helpful in generating opinions, not to mention, proper orientation for the discerning eye.
The dot between E Pluribus appears interesting, but can't tell with this image.
Practice better shots in focus, rotate and crop, preview your results, and submit when you feel that is your best attempt. Makes it easier for everyone. Could be a long process, sure to pay off in the end for you.
