I know that I have seen this image before but I cannot remember from where.
It has been suggested to me that it may be from a 'Nero' provincial, but my searches there have been fruitless. (Serapis has a beard.)
Is it Greek or Roman?
I would appreciate any help possible, please, as to who this is, or on whose coin this image may be found.

Might be Senate, from Pergamon. Do you have a reverse pic?

Might be Roma for the reverse.

Not sure if this link will work, but here's an RPC search based on the visible part of the obverse legend:

Edit: The link didn't work, sadly.

Recommend using the advanced search function at RPC Online:

https://rpc.ashmus.ox.ac.uk/search/advanced

Use "Pergamum (region: Mysia)" for City.

Use "Bust Senate" for Obverse Design.

See what you think of the results.

Such a practical coin that worked with any level of people in the town. If you have poor people who like their city Gods and you take them over Senate and Roma can be the new Roman Gods running things. And with sophisticated people who were living there and worldly, well it just means Rome took you over and the Senate runs the daily business.
