Canada PL Versus MS Question

I am a fairly new collector. I collect intended for circulation MS60+. Recently I have purchased a number of 1960s coins in philofilm that have been cut out of the set. I have read how PL coins are sometimes cheaper than MS60+ coins due to supply and demand.

Should I open the philofilm and put them into cardboard holders as MS coins?

This is a confusing issue. I have read that the PL sets, although meant for collectors, are, unlike proof coins, essentially manufactured as circulation issue and then just handled differently after the fact.

PL coins are not MS coins period.
If your goal is a set of circulation coins then PL coins do not belong.
If you are just collecting nice looking coins then it's OK
"Dipping" is not considered cleaning...

If you put a circulation coin, a Proof Like coin and Proof coin beside each other you will see the difference.
